Tea Restaurant is a fast-food restaurant originated in Hong Kong, offering western-style dining that blends with Hong Kong's characteristics and serves as a popular place for the common people in Hong Kong. Tea restaurant’s former called as Ice House. In the early years ice room only provide western food which fees are expensive. After World War II, Hong Kong people influenced more by the western diet and the Ice House began to provide cheap imitation western food. It type of food provided gradually increased, start to combine the western restaurant and Ice House model, evolved into today's tea restaurant, providing simple Chinese, European and American food. Orchid Lan Xiang Restaurant was the first operated under the name of a tea restaurant in 1946. Lan Fang Yuan, which opened in 1952, is the oldest tea restaurant which existed in Hong Kong.
At that time, the Ice House mainly offered coffee, tea, red bean ice and other drinks, accompanied by snacks such as sandwiches and butter toasts, and some also had a bakery workshop to produce fresh pineapple bread and egg tarts. Later, the type of food provided by the ice house gradually increased. 
In April 2007, Hong Kong's political party DAB requested the government to apply for the inclusion of a tea restaurant in the UN "Intangible Cultural Heritage of Humanity," and the Home Affairs Bureau said it would conduct further investigations and studies to confirm the status of the restaurant in Hong Kong's food culture. Tea restaurant is eligible for inclusion.

why was it called Ice House before

AmberJ @ stcoolqi : Because in the past the ice house only sold cold drinks, then added some staples and snacks to become today's tea restaurant.
